normal style='margin-left:21.0pt;text-indent:21.0pt;line-height:150%;text-autospace:none'>本招标项目七星渡长征文化公园建设项目已由毕节市七星关区发展和改革局以七星发改审批（2020）67号批准建设，项目业主为毕节时空旅游文化发展 ，建设资金来源：银行贷款、专项债券资金及业主自筹， 项目已具备招标条件，现对本项目 勘察、设计 进行公开招标。

normal align=left style='text-align:left;text-indent:20.7pt;line-height:150%'>2.2 建设规模及内容：宣红区总建筑面积1175平方米，其中红色大讲堂216平方米、游客中心959平方米；扩红区总建筑面积15909平方米、其中红色文化研学基地14581平方米、军垦博物馆816平方米、红色长征体验馆512平方米；忆红区总建筑面积6024平方米，其中红色长征文化馆1364平方米、宁家龙门2986平方米、尹家龙门1805平方米，风貌改造6910平方米；走红区总建筑面积1538平方米，其中实景体验区491平方米、指挥部1047平方米；民族文化体验区新建公厕97平方米，风貌改造26078平方米、生态停车场14339平方米及有关附属设施。；

normal style='text-indent:21.0pt;line-height:21.0pt'>3.1 要求投标人具备以下资质：

normal style='text-indent:21.0pt;line-height:21.0pt'>投标人具备国家行政主管部门颁发的工程勘察专业类（岩土工程）勘察乙级及以上资质、建筑行业（建筑工程）设计乙级及以上资质。其中，投标人拟派

normal style='text-indent:21.0pt;line-height:21.0pt'>3.2 本次招标接受联合体投标，联合体投标的，应满足下列要求：（1）本项目只接受由建筑行业（建筑工程）设计乙级及以上资质及以上资质的单位作为牵头人，牵头人负责联合体从投标报名直到完成本项目的所有具体事宜；（2）联合体成员不得超过2家，联合体牵头人负责联合体在本项目的投标活动中与招标有关的联络工作；（3）联合体各方必须签订联合体协议书，并明确联合体牵头人和各方的责任及权利义务；（4）联合体各方没有被暂停或取消投标资格或被有关部门通报在招投标过程中有违法行为；（5）联合体各方不得再以自己名义单独或加入其他联合体在本招标项目中参加投标。
