normal style='text-indent:28.0pt;line-height:150%'>1.满足《中华人民共和国政府采购法》第二十二条规定；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.1必须具有合法有效的营业执照、税务登记证、组织机构代码证（或三证合一的营业执照）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.2法定代表人参加投标的必须有法定代表人身份证，法人授权委托人参加投标的必须有法人授权委托书及被授权委托人身份证；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.3具有良好的商业信誉和健全的财务会计制度（自行承诺）；

normal align=left style='text-align:left;text-indent:28.0pt;line-height:150%'>1.4具有履行合同所必须的设备和专业技术能力（自行承诺）；

三、获取磋商文件

normal style='text-indent:28.0pt;line-height:150%'>投标截止时间：2021年 12 月 3 日09:00时前按照系统要求上传投标文件，并于当日09:20时前解密投标文件。

五、公告期限

六、其他补充事宜

normal style='text-indent:28.0pt;line-height:150%'>（1）由基本账户以银行转账、支票、汇票、本票或者金融机构、担保机构出具保函等非现金形式，金额为贰万元整（￥20000.00元 ）。

normal style='text-indent:28.0pt;line-height:150%'>（2）投标人以银行转账、支票、汇票、本票方式缴纳投标保证金的，必须在2021年12 月3 日09:00前从其基本账户缴纳到毕节市 账户，且确保在投标截止时间前到账并检查绑定成功，未绑定成功，不能上传投标文件的，责任由投标人自行承担。（以到账时间为准，由于跨行转账需一定时间，为确保保证金按时到账，请尽早交纳保证金）。

normal style='text-indent:28.0pt;line-height:150%'>（3）投标人以金融机构、担保机构出具保函等非现金方式提供投标保证金担保的，必须符合毕节市 相关规定，否则不能上传投标文件，责任由投标人自行承担。
