二、申请人的资格要求：

normal style='text-indent:24.0pt;line-height:22.0pt'>1.资格条件要求如下：

normal style='text-indent:24.0pt;line-height:22.0pt'>（1）符合《中华人民共和国政府采购法》第二十二条之规定；

normal style='text-indent:24.0pt;line-height:22.0pt'>（2）必须有合法有效的工商营业执照、税务登记证、组织机构代码证（或三证合一的营业执照）；

normal style='text-indent:24.0pt;line-height:22.0pt'>（3）具备建设行政主管部门核发的建筑工程施工总承包叁级及以上有效资质；

normal style='text-indent:24.0pt;line-height:22.0pt'>（4）具有有效的安全生产许可证；

normal style='text-indent:24.0pt;line-height:22.0pt'>（5）法定代表人参加本次投标的附本人有效身份证证件，法人授权委托人参加本次投标的附法人授权委托书和本人有效身份证证件；

normal style='text-indent:24.0pt;line-height:22.0pt'>（6）提供2019年度或2020年度会计师事务所出具的审计报告复印件，审计报告包括企业提供的财务报表（含资产负债表、利润及利润分配表或利润表、现金流量表和财务报表附注）。审计报告应盖有会计师事务所单位章和注册会计师的执业专用章，并附会计师事务所的营业执照及执业证书复印件。注：新成立公司不足一年的（以营业执照成立时间为准）不作财务状况要求。

normal style='text-indent:24.0pt;line-height:22.0pt'>（7）诚信资格要求：①对列入失信惩戒对象名单的供应商，拒绝其参与投标，提供购买标书当日至开标前一天任一时间，在“信用中国”网站查询记录截图；②对列入政府采购严重违法失信行为记录名单的供应商，拒绝其参与投标，提供购买标书当日至谈判前一天任一时间，在中国 （政府采购严重违法失信行为记录名单）的查询记录截图”。

normal style='text-indent:24.0pt;line-height:22.0pt'>3.本项目的特定资格要求：供应商具备有效的建设行政主管部门核发的建筑工程施工总承包叁级及以上资质 ，具备有效的安全生产许可证。拟派项目经理须具备建筑工程专业贰级及以上注册建造师资格，且注册在本单位，具有有效的安全生产考核合格证（B证），未担任其他在建项目的项目经理。技术负责人具备中级及以上职称。主要管理人员：施工员1人，质量员1人，安全员1人，材料员1人，资料员1人。

normal align=left style='margin-bottom:7.5pt;text-align:left;text-indent:28.0pt;line-height:22.0pt'>7.1投标保证金: 供应商必须在前从其基本账户向毕节市 一次性交纳投标保证金10000.00 人民币（以到账时间为准，由于跨行转账需一定时间，为确保保证金按时到账，请尽早交纳保证金）。保证金交纳方式：基本账户以银行转账、支票、汇票、本票或银行保函等非现金形式提交，且确保在[2021年12月 6日 9时：00分 前]到账并检查绑定成功，否则，责任由供应商自行承担。（详细按照毕节市 -毕节市人民政府门户网站规定执行）
