1.中化建国际 （以下称为“招标代理机构”）受中海油石化工程 （以下称为“招标人”）委托，就中海油惠州石化 产品结构优化及质量升级项目罐区EPC总承包工程所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC Petrochemical Engineering Co., Ltd (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Tank farm EPC project of Product structure optimization and quality upgrading project of CNOOC Huizhou Petrochemicals Company Limited by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2.对投标人的资格和业绩要求：

（1）资格要求:
Requirements for Qulification of Bidder:
投标人应为投标所报货物的制造商或者是授权代理商。代理商应提供制造商同意其在本次投标中提供该货物的正式授权书。如果投标人是授权代理商，必须为制造商在特定区域、行业独家的直接代理，应在投标文件中提供制造商出具的相应证明文件。
The bidder shall be the manufacturer of the bidded goods or authorized agent. The agent shall provide the Letter of Authority from manufacturer to agree to provide the goods in this Bid. If the bidder is the authorized agent, it should be the direct agent of specific region or industry and provide corresponding supporting documents in the bidding document.
（2）业绩要求：
Requirement for Bidder_EpSingleQuotes_s reference:
A. 投标人或投标人代理的制造商应具有至少2套储罐一次高效密封（补偿范围为-x/+3x）的销售业绩，合同签订时间在2019年12月31日前。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签订时间、货物名称（储罐一次高效密封）和补偿范围。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签订时间、货物名称（储罐一次高效密封）和补偿范围，均视为无效业绩。
The bidder or the manufacturer represented by the bidder shall have at least two sets of sales performance of one-time efficient sealing of storage tanks (compensation range - X / + 3x), and the contract shall be signed before December 31, 201 9.
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence.The documentary evidence shall include but not limited to: copies of un-priced sales contract (including technical appendix) and other evidentiary documents.The evidentiary documents provided by Bidder shall at least demonstrate the contents as follows: contract signature date, goods name ( one-time efficient sealing of storage tanks ) and compensation range. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate contract signature date, goods name ( one-time efficient sealing of storage tanks ) and compensation range, the relevant reference will be deemed unvalid.
B. 代理商应具有销售过密封产品的业绩，并提供无价合同复印件作为业绩证明，合同复印件应能体现物资名称。
The agent shall have the sales performance of sealing and provide the un-priced contract copy as documentary evidence.The copy of the contract should reflect the name of the equipment.
3.有兴趣的投标人可通过以下方式获取招标文件：从2022年1月11日开始至2022年1月18日止，请登录中国海洋石油总公司采办业务管理与交易系统（ ooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System on the page of Invitation for Bid for purchasing Bidding document from January 11, 2022 to January 18, 2022. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which isnon-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
